English Language Tests for University Admissions in the Context of Displaced Students - Test Selection Guide

This comprehensive guide helps Australian universities evaluate English language tests for admission decisions involving displaced students and refugees. Developed by experts from Refugee Education Australia, Macquarie University, the University of Melbourne, and the Australian National University, the guide builds on existing test selection principles by adding critical considerations for displacement contexts.

The guide establishes five core principles for test evaluation covering fitness for purpose, consistency, fairness, score equivalence, and communication. It introduces an additional principle specifically addressing accessibility for displaced test-takers, including considerations such as test preparation material availability, IT and bandwidth requirements, acceptance of irregular identification, cultural accommodations like head coverings, and room requirement flexibility.

The framework provides a detailed evaluation tool with specific questions and criteria for each principle, ensuring universities can make informed decisions about which tests to accept. Context appendices describe educational access for refugees in India, Malaysia, and Thailand, providing essential background for understanding applicants’ circumstances.
